The FRA is a congressional chartered professional military association advocating on behalf of all Active Duty, Reserve, Retired and Veteran members of the United States Navy, United States Marine Corps and United States Coast Guard.

The FRA legislative team is in daily contact with government representatives to ensure that they understand the impact of proposed legislation on our members.

The Fleet Reserve Association (FRA), founded in 1924 by Navy Chief Yeoman George L. Carlin, was created to protect the pay, benefits, and rights of enlisted Sea Service members and their families. For a century, FRA has served as a strong voice on Capitol Hill and a liaison with the Departments of Defense, Veterans Affairs, Homeland Security, and other federal agencies.

FRA has played a key role in major legislative wins, including the repeal of REDUX, pay raises for mid-career enlisted personnel, payday lending reform, Post-9/11 GI Bill improvements, absentee voting reform, and the creation of CHAMPUS and the Survivor Benefits Plan (SBP).

As a charter member of The Military Coalition, FRA helps represent over 5.5 million service members, veterans, families, and survivors. The Association also sits on national advisory committees such as the Veterans Day National Committee and VA Voluntary Services.

FRA conducts legislative briefings for Sea Service personnel and annually honors members of Congress who champion military benefits. The Association also hosts the U.S. Coast Guard Caucus Breakfast and sponsors national recognition programs for the Navy, Marine Corps, and Coast Guard—along with over $100,000 in annual scholarships and patriotism essay awards through the FRA Education Foundation.

FRA is accredited with multiple federal boards and agencies, ensuring members receive expert support for records, evaluations, benefits, and appeals.
